Anini cut off
Anini, Jun 04: Road communication between Anini and Roing has been cut off since last three days due to blockade at several points along the road caused by heavy down pour.
Dibang Valley Deputy Commissioner Abu Tayeng, who is personally monitoring the situation, instructed the Border Road Organization (BRO) to restore the road communication immediately.
The DC asked BRO to position men and machineries at vulnerable points that are prone to landslides and frequent erosions immediately.
Vehicles carrying PDS items and other essentials commodities were stranded at various block points which may cause shortage of essential commodities. It is apprehended that the situation may aggravate if the blockades are not cleared immediately.
Massive erosions have reportedly occurred at places like Endulin, Erone, etc of Arzoo circle, BRO and local sources said.

TEZU, Jun 4: All Mishmi Student Union (AMSU) of Lohit and Anjaw districts conducted
a relief operation at Duraliang village in Lohit district on June 2-
During the programme, the union constructed one room for an old, single and destitute villager Aarakham Bellai, 75.
Impressed at the noble initiative of the AMSU, one Mohumso Bellai agreed to accommodate the said old person in his house despite his large family. The old person was in need of proper care and attention due to his old age and ailing health.
The house, in which the poor man was presently living, was in a dilapidated condition and unfit for human living. The altruist approach and generosity shown by Bellai has made the work of the union more worthwhile and praiseworthy, AMSU in a release noted.
The union also constructed an extended room and roof using CGI sheets for the old person. It felt that the noble work would not have been successful without the help and cooperation of the G.B, panchayat members and the villagers of Duraliang village.

Reacting to their bogus claim, the local Arunachalee citizen on 2nd June pressurized Adivasi people to vacate the land which they did. In the meantime, they lodged a complaint at Jingia Police Station stating that they have been harassed by the Arunachalee villagers and the Assam police team rushed to the spot for their immediate protection. The matter has been brought to the knowledge of the state govt., accordingly the ADC Seijosa and DC/SP of Assam visited the site on 3rd June. After threadbare discussion, they asked both to maintain status quo and suggest no constructing activities should be carried out from both side till final solution is taken by the higher authority.
However on midnight of 4th June, a team of Adivasi again came back with local weapon
to occupy the same land. It has come to notice that one Vivek Das of Borgang played
a lead role in the entire episode and provoked peace loving Adivasu community to

Action initiated to solve LPG crisis
ITANAGAR, Jun 04: Bulk Liquified Petroleum Gas (LPG) shoratge at Kimin LPG bottling plant has resulted in acute of shortage of cooking gas in the state, particularly the Capital Complex. Though the Kimin LPG bottling plant is capable of bottling 865 MT LPG a month, the plant is receiving only 659 MT of LPG since March 2012 due to short supply of LPG from Lakwa and Duliajan in Assam.
It was revealed by Adi Tabe, Plant Manager, IOC bottling Plant Kimin and P Dutta, Sales Officer, IOC, North Lakhimpur in a meeting convened by Papum Pare district administration and Department of Food and Civil Supply (FCS) in view of LPG cylinder crisis in the state capital at Naharlagun today.
The duo further informed that major fire accident in Numalighar refinery during April 2012 and non materialization of required import of LPG at Haldia Port near Kolkotta in West Bengal from March 20 to 29 has resulted in shortfall of around 4400 MT of LPG. Moreover, the bandh call given by North East LPG Transporters from March 31 to April 4, 2012 leading to unplanned shut down of Numaligarh refinery has compounded the present crisis, they said adding that the situation is likely to become normal from the last part of this month.
The officers of FCS opined that renewal of LPG cards should be introduced on annual basis as has been done in case of Ration cards to clean up the ghost LPG cards. The verification of all new LPG connections should rotate through district administration to authenticate the domicile of consumers, they opined.
Amit Bengia, DFCSO, Papum Pare, informed that Arunachal Pradesh Cooking Gas (Licensing and Distribution) Control Order 2005 will be implemented in letter and spirit henceforth. He sought cooperation of all stake holders and requested all the consumers to judiciously use LPG cylinders at least for a period of 3 weeks and not to have multiple LPG connections. He cautioned that there have been instances of fake LPG cash memos being issued by the unscrupulous traders. Two fraud traders namely, Diganta Bhuyan and Putukon Borah have been booked and arrested by Itanagar police for selling and issuance of fake LPG cash memos. He reiterated that raids of hotels, restaurants and commercial establishments would be conducted at regular intervals and no black marketeers would be spared.
The DFCSO urged the consumers not to queue early in the morning from 3 am for LPG coupon in front of LPG outlets or engage paid middle man to stand on behalf of a particular consumer.
Major overhauling of LPG distribution is being mooted in the interest of general consumers by the department and district administration, he added.

Matey inaugurates BDO office at Lazu
KHONSA, Jun 04: Parliamentary Secretary for DoTC and SWWCD Yumsen Matey inaugurated the office building of Block Development Officer (BDO) at Lazu today amidst a huge gathering. The building sanctioned under DoTC was constructed by the PWD.
Inaugurating the building, Matey told the large gathering that protection of the Lazu township from unauthorized encroachment was of paramount importance and warned that illegal occupants of government land at Lazu township would be evicted adding that no leniency would be shown to the erring denizens. Matey said that he had initiated a number of beneficial schemes not only in Lazu but all over his constituency and asked the people to actively involve themselves in accelerating the pace of development in the area.
Saying that he has accorded top priority to education sector, Matey urged the teachers to work with utmost sincerity and devotion. He further asked the Panchayat leaders to submit proper reports on performance of the teachers to enable him reshuffle the posting of teachers wherever required.

NES representatives led by its president Bengia Tolum visited Tarasso today after hearing the news of repeated cases of land encroachment and atrocities by officials from Assam. The NES executive members heard out the grievances of the villagers and assured to take the matter to the appropriate platform.
In a public meeting at the circle office here, Tolum expressed dismay over repeated breach of mutual trust by officials and people of Assam, who continue to perpetrate offensive acts towards Arunachalees.
People from either side of the boundary had formed a peace committee in 1992 and through an agreement mutually agreed to maintain the status quo and respect each other’s boundaries. However, there have been constant reports of encroachment and trespassing from the Assam side.
Expressing solidarity with the people of Tarasso, Tolum said it was high time that both the governments chalked out a permanent solution. He urged the villagers to maintain peace and not to resort to provocative acts, while assuring them that the NES would take up their concerns with the GoAP.
Located on the foothills, Tarasso, one of the most remote and underdeveloped circle headquarters of Papum Pare district has been the apple of discord between Assam and Arunachal. The Assam forest department claims most parts of Tarasso belong to its Behali forest range which was established in 1917, but the villagers here contest the claims, saying the Arunachalee have been living here even before 1914.
The appointment of natives of Tarasso, such as Techi Talla and Techi Loma, by the British Raj before 1914 signifies that Arunachalees have been living here even before the Behali forest range was established. One of the dweller of Tarasso said Behali forest range has no proper baseline and therefore the Assam officials randomly claim their jurisdiction far east on the Arunachal side.
ZPM Nabam Eka, HGB Nabam Rungki and others said Tarasso, once an oasis of peace, “has lost its essence and often becomes an arena of tension.” They opined that a proper road connecting Tarasso to Itanagar, via Bassarnallo and Balijan, would do great service and automatically bring in seeds of development in the area. They lamented that despite being very near to the state capital, Tarasso is yet to see development.

Scheme monitoring body calls for mass awareness on poverty alleviation schemes
ITANAGAR, Jun 4: Aarro Welfare Society (AWS), an empanelled National Level Monitor (NLM) from North East Region for monitoring the implementation of poverty alleviation and other schemes in North East, called for mass awareness programme among the rural population for effective implementation of schemes and programme being sponsored by the Union ministry of rural development.
The Society headed by its founder chairman Yahung Tekseng said that implementing agencies have to improve service delivery system with results oriented approach. The agencies should ensure effective and proper implementation of schemes within the stipulated time, said Tekseng in a release today.
The Society claimed that it had detected serious irregularities in implementing MoRD programmes in the state, particularly in Upper Siang district which is to be dealt with seriously.
The Society said the PMGSY roads in the state are constructed not as per prescribed
guidelines in many places adding the Society shall work to introduce effective
monitoring at the districts, blocks and village levels for mid-

Keeping in view of the existing situation, the popular idea of creation of autonomous ADC proposal was mooted and initiated few years back to which the then Chief minister Late Dorjee khandu consented. However, the proposal has failed to reach its preferred destination for cabinet approval till now and lies unmoved further with District administration of Lower Dibang valley district.
The casual attitude of district administration towards official processing of the
proposal is really condemnable. It is immaterial whether the proposal succeeds to
materialize or not but by virtue of a public servant of government of India, it is
his/her constitutionally pledged duty vide clause 3(2) of All india service conduct
rules 1968, to act responsibly and help evolve a welfare state/province for betterment
of local public. Poet noble laureate Rabindranath Tagore’s lines reverberates as:-
“Where the mind is without fear and the head is held high/
Where knowledge is free
Where the world has not been broken up into fragments
By narrow domestic walls
Where words come out from the depth of truth
Where tireless striving stretches its arms towards perfection

Shortage of teachers

Despite many educational schemes are being launched by the Centre or state Govt, the education system in rural Arunachal is still in a primitive era. One instance is a Middle School at Taba Sora Village, West Siang district where only three teachers run the school. Now one can well ascertain the outcome of the school with only three teachers. I earnestly request the education department to provide sufficient number of teachers in all government schools.

The condition is not good at all
Dear Editor,
I am writing this letter to reveal my strong disappointment over the garbage management in Itanagar. It is seen that most of the garbage are concentrated near the butcher and daily shops especially near Ganga. Though the concerned authorities are doing their best to keep clean the premises, still the condition is not at all good. The passerby experiences lots of problem due to the unbearable foul smell it has created. We just feel like vomiting when we pass nearby it. The carcasses of Chicken and all those rotten meats accelerate the circumstances even more!
Hence as a concerned citizen, I would like to request the authorities to take serious actions to eradicate this nuisance. It inevitably affects our health.

Big congratulation to Bro Riba Gyadi! How excited we were to find your photos in
the top front page of state leading newspapers and know that you have secured second
position in Category – I, degree PCM group! You are first boy who has secured 2nd
position in state entrance examination from Gyadi Community of East Kameng district.
We are so proud of you for inspiring and motivating us. You worked hard, and proved
to yourself and everyone what you are capable of competing tough examination. You
have wonderfully crossed turning point of your life by a step. There are many more
things to study and prepare for competitive examination ahead. So keep well equip
yourself before the battle field. We appeal you not to hold post of any Union/Association
of Arunachal Pradesh. We do hope you will try for civil service examination after
your excellent academic career. We do pray our All Mighty God to guide and keep safe

Mingki deserves financial assistance

Mingki Talom really deserves appreciation from every Arunachalee. He has made Arunachal
Pradesh proud by capturing two tennis titles in U-
Infrastructures required for this gargantuan game is nil in our state and unawareness on the importance of Tennis is almost zero. The initiatives and will power of both politicians and bureaucrats for development of any sports in the state is very poor. Under these circumstances, the achievement of Mingki deserves appreciation from every sports lover of the state. Further, the moral and financial support extended by Dr.Tarik Talom for bright tennis career of Mingki is also praiseworthy.
Unfortunately, most of our people could not differentiate the meaning of Games & Sports and Arts in our state. Here I would like to mention an interesting incident that happened with most proclaimed sportsperson of the state and the nation. His name is Gumpe Rime. In the year 2000, an MP of our state met Gumpe Rime, a lone international footballer while he was having coaching for probable Indian team in New Delhi and advised him to meet him in his office. Accordingly, the sportsperson met the MP next day where he was asked to meet minister of sports with a DO note beautifully written by MP requesting for early process of an appointment file.

In my wildest dream – I never ever thought of witnessing sobbing one of the most loved persons of the state before me. Later he told me that his tears were not because of the job that he was suggested by MP but it was because of his love towards the game that gave him name and fame all over the country. My reference in this latter is to caution our budding sports progeny Mingki Talom that this kind of mentality exists in our authorities.
Last but not the least, I humbly request higher authorities to provide financial assistance to Mingki and formulate strong financial policy.

On the eve of the World Environment Day, CSE releases a report that reveals that India’s best iron and steel company gets an average score while the sector in itself is rated poor. CSE says that this core sector has a long way to go in meeting environmental norms.
This assessment of the iron and steel sector in India has emerged from a unique rating of the industry done by Centre for Science and Environment’s Green Rating Project (GRP).
